I have a user who manages Projects in the PMO.
How can I provide permissions to this user to only managing and administering Jira Software, and not have any rights on Jira Service Management?
USER A should be Jira Software admin (only) & Jira Service Management (basic)

When you mean Jira Service Desk admin what set of options are you referring to ? Can you be more specific.
In Atlassian Cloud for Jira Software and Jira Service Desk if they are on the same site, if you add any user to Jira-administrators group that means that you are providing an admin access to all Jira products on that site. In your case for JSW and JSM.
The concept is simple both products are in a way have almost every Configurations in Administrators option similar so it wouldn't be possible for one to give Admin for one product.

That explains it. I was looking to assign specific JIRA SW related permissions such as creating automation, issues, workflows (only for JIRA SW projects) and not carrying these over to Jira Service Management.
Your explanation makes sense - since both products are similar and share every config, admins will automatically become admin for both SW & SM is the behaviour I was noticing. Thanks for clarifying,

Yes , you can provide the permission to users or group let it be jira software or jira service management by following steps :
1. In the software click on the cog icon ( setting icon )
2. Go to the User management .
3. In the left hand side there is user , group and managed account .
4. U can grant product access in that permission as (user/admin to the software ) to single user as well as to the groups.
